Report commissioned by COSLA, initially aimed at exploring the idea of libraries forcing a disruption in the eBook marketplace by creating their own e-reader device. However, the study changed direction to explore areas of opportunity for public libraries and ebooks. The paper offers ideas about access and ease of use for library eBooks, library purchasing models, shifting relationships with vendors and publishers, cost and selection, copyright and fair use, and how to make the public library’s voice heard as eBooks change how people read for leisure and learning. It offers suggestions of new roles for public libraries andways that COSLA could help provide leadership.
